1909J. R. Ware Passing Eng. 234/2 Stolypin's necktie (Europ. Politics, 1897), the final halter. This term was brought into fashion in 1907 (Nov.–Dec.), at a Duma then recently assembled in St Petersburg. One Rodicheff, an extreme Radical, brought in the term on 30th November 1907. 1974Encycl. Brit. Micropædia IX. 583/1 Stolypin..instituted a network of courts-martial... Within the few months of their existence they used ‘Stolypin's necktie’ (the noose) to execute more than 1,000 defendants.
2. Used attrib. and absol. to designate a type of railway carriage made for the transport of prisoners.
