The phrase is freq. used (as interjection and adjective) to suggest typically English (esp. London) attitudes and behaviour, or questionable business dealings like those of the South Londoner, Del Boy Trotter (see the etymology).

No usage evidence has been found of jubbly used by itself to mean ‘money’ (cf. quot. 1990).

The word is used in London working class speech, especially in the phrase ‘(lots of) lovely jubbly’. 1993Non-League Football Today Mar. 16/3 The FA might get a bit upset as well without all that lovely jubbly clinking in at the till.
