不一定是“效果”，可以指某文件或谈话的“内容”，前面加介词 to。

• I want all our people briefed to that effect.我要全体人员都知道那件事情。
• There are leaflets to this effect.有些传单就是这样说的。
• The president issued a statement to the effect that he would resign.总统发表了一个文告，（内容是）说他将辞职。
