1) 对内的意义，是“本身坚固或浓稠”、“本身内部不自相矛盾”、“匀称一贯”。用于这个意义时，不需要附加必要的介词短语来说明。

• a consistent advocate of reform一贯主张改革的人
• There has been consistent growth in subscribers.订户不断增加。

即使后面有介词短语，也不是 consistent 所不可缺少的。

• He is consistent in his actions.他的行动是首尾一贯的。

这里的 in his actions 是临时加上的附带说明，并非 consistent 所必需，去掉了，句子仍然成立，只是意思不够明确。

• ... the influence of America should be consistent in seeking for humanity a final peace. (Franklin D. Roosevelt, fireside chat, Sept. 3, 1939)…美国必须一以贯之地发挥自己的影响，为人类争取最后的和平。

这里的 in seeking... 也不是 consistent 所不可缺少的。

• The anti-German element in French defence thinking is consistent throughout this period, (Times Literary Supplement, Aug. 27, 1971)法国国防思想当中的反德成分，一直贯穿这个时期。

2) 对外的意义，是“符合”，必须要加上 with 短语，句子才能成立。

• Speed is not always consistent with safety.速度快并不一定符合安全要求。
• ... the fastest rate of economic growth consistent with social stability …同社会稳定相适应的最快的经济发展速度
• failure of memory consistent with senility与老年相适应的记忆力丧失
• The injuries were not consistent with an accidental fall.伤势同不慎跌倒不符。
• The story is not consistent with the known facts.说的故事同已知的事实不符。
• Weather Office analysts report that the event was consistent with data resulting from an underground nuclear blast.气象台的专家们报告说，这一事件，同一次地下核爆炸产生的数据相符。

3) consistent 的派生名词 consistency，除了形容词的两大类意义之外，在“对内”意义中还有物理性的“粘稠度”的意义。这个意义，在形容词虽然也有，但很少使用。
