Clipper, n.3 Computing and Telecomm. Brit. |ˈklɪpə|, U.S. |ˈklɪpər| [Origin unknown.] In full Clipper Chip. A microchip which inserts an identifying code into encrypted transmissions that allows them to be deciphered by a third party having access to a Government-held key. Developed by the U.S. National Security Agency, and proposed by the U.S. Government as a compulsory standard for data encryption technology.
